A former youth worker, Russel qualified as a social worker in 1997 and has worked continuously in local authority children’s services since. He has worked in three London boroughs and two county councils, joining the Quality Assurance & Safeguarding service in ECC in 2012, becoming Director of Local Delivery for the South quadrant in 2016.
