Essex County Council is offering the right individual the opportunity to join its growing Technology Services function. Technology Services are leading a major investment programme in modern, evergreen technologies to improve how colleagues across the county deliver public services. Having adopted the GDS service standards, and working in close partnership the council’s Service Design team, Technology Services are committed to doing great work using open standards, creativity and collaboration.

The Opportunity

This is an opportunity to make a significant impact in an organisation that has already identified the need to and is invested in improving its technology offering.

You will be accountable for:

  • Creating and proactively leading change initiatives which support our longer-term vision.
  • Anticipating and predicting the long-term impact of national and international developments, within an area of expertise to inform the wider function and the council’s strategy.
  • Using sound commercial judgement to find novel solutions to emerging and complex issues.
  • Maximising digital technologies and innovation across the council and with stakeholders and partners.
  • Translating the vision and strategy into strategies, goals and plans for the functional area.
  • To manage relationships with customers, suppliers and partners to ensure the best outcomes for Essex.

 

About you

  • Educated to degree level or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Proven success of running a technical function of similar scale either within Local Government or the Public Sector or potentially within a similar scale private sector business or consultancy
  • An experienced and recognised expert in the leadership and delivery of a technology-based service
  • Proven leadership skills and behaviours with the ability to inspire others, drive cultural change and forge strong teams from diverse backgrounds to achieve strategic objectives.
  • Able to influence both strategically and corporately in a complex organisation.
  • Understanding and/or experience of working in a political environment including with senior leaders.
  • Evidence of ability to develop and deliver a functional strategy across complex and diverse activities.

Chief Technology Officer

Based: Chelmsford

Salary: Up to £80,000 per annum, Permanent - Full time

Technology Services are leading a major investment programme in modern, evergreen technologies to improve how colleagues across the county deliver public services. Having adopted the GDS service standards and working in close partnership the council’s Service Design team, Technology Services are committed to doing great work using open standards, creativity and collaboration.

Job Purpose:

This role is the focal point for technical decision making, strategy and assurance. It will set and maintain ECC’s technology policies. The role will ensure the Council has the technical skills and leadership required to exploit current and future technology, leading on solution design and architecture.

The role will have line management responsibility for the Enterprise Architecture, Solutions Design and Technical Standards and Assurance (security, risk and compliance, business continuity and disaster recovery) teams.

Skills and Experience

The successful candidate will possess and be able to evidence the following…

  • Educated to Degree level or equivalent in experience.
  • Accredited to TOGAF 9.2 and must have demonstrable understanding and capability to employ supporting frameworks and methodologies including ArchiMate, BPMN, COBIT and IT4IT.
  • Evidence of continual professional development to keep pace with technical and business change that meet defined SFIA V7 competencies.
  • Able to demonstrate extensive experience and successful delivery in a CTO Role, or a Senior Enterprise Architecture role with capability to step up into a leadership opportunity, preferably working within a large Local Authority or with a Service Provider providing services to the Public Sector.
  • Must demonstrate a track record of leading and developing effective teams delivering Enterprise Business Solutions that have been proved successful in meeting complex business requirements and in enabling standardisation, simplification, sharing and re-use.
  • Able to demonstrate a clear understanding and capability to work within an organisation based on relevant ICT related standards including IITIL V3, ISO/IEC 38500, ISO/IEC 27001, ISO/IEC 22301, ISO/IEC 20000, Agile, PRINCE2 and MSP.
  • Preferably have experience of using an architectural planning tool such as iServer.
  • Excellent written and verbal communication and presentational skills with emphasis on articulation of complex technical information in lay terms.
  • Excellent influencing skills.
  • Excellent customer service skills.

 

 

Qualification certificates should be brought to interview.

The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate.
