With a workforce of over 9,000 people, payroll also provide services to an external workforce of over 30,000 employees in Schools across Essex and Essex Cares (ECL).

The Purchase to Pay Team

Our P2P professionals support employees to purchase goods and services they need along with the processing of invoices to ensure suppliers are paid correctly and on time. They also help with social care financial assessments and payments.

Corporate Operations

Our Corporate Operations team focuses on our key back office processes – and makes sure they run efficiently.  They also support some of our most important financial and HR IT systems.

Beyond systems and processes the team handles; income collection, supports employees with budget reporting and management, business support services, social care financial assessments, car provision, support for safer recruitment along with payroll and purchase to pay services.  All of these services are supported by the corporate service centre helpdesk.

Transformation Support Unit

The TSU helps the organisation with planning and design, project delivery, and governance and reporting. They’ll deliver whatever products, skills or capabilities that allow the benefits of a project to be realised, while keeping stakeholders fully informed of progress and managing all risks – up to and including contingency plans. 

In terms of delivery assurance, they advise on the governance process for Transformation Projects and provide support on project management methodologies, sharing good practice and strategies. They also support our transformation programme by quality assuring governance documents and maintaining and tracking progress through a number of controls.

Commissioning Delivery

Commissioning Delivery is the commissioners’ front door to the advice, support and capacity they need to make effective decisions and deliver better outcomes. From resources and insight through to evidence and information, the team supports commissioners at every stage of the commissioning cycle.

They provide subject matter expertise, and plan and mobilise other resources from across the council and its partners to support commissioners and the Commissioning Outcome Groups. These groups are virtual teams that follow the commissioning cycle and draw on input from across and outside the council to ensure the project delivers what it should.

The team also helps commissioners understand what options are available. Once commissioners have made their decision, the team will assist in putting those options in place and monitor and evaluate how well they’re working.

Commissioning Delivery is home to an Insight and Analysis team. They carry out quantitative research using modelling and statistical analysis, develop tools to assess needs and track outcomes, and provide insight from engagement with communities and service users to inform decisions. 

Traded Services

We want to lead the way as an entrepreneurial council, and our Traded Services area has a huge part to play in that. Setting and supporting our approach to trading activity, they look to ensure we generate new revenue to close the funding gap and support the delivery of front line council services.

Part of the team concentrates on identifying which areas of the council have potential for growth, and then equipping those employees with the sales and commercial acumen to make the most of it.

Step 1: Online Application

Step 2: Shortlisting

Once our advertising process has finished, we will review our applications and let you know if we would like to invite you to an interview.  At this stage you may also be invited to join our talent pool where you will receive updates on future opportunities with us.

Step 3: Interview and assessment

The interview and assessment process could take many forms, dependent on the role you are applying for but the recruitment team will always let you know what to expect.

Step 4: Decision

Within a week of your assessment we’ll be able to let you know whether you’ve been successful in applying for a role with us.

Step 5: Compliance safeguarding checks

Once you have been offered a role we will invite you to meet with us to start your pre-employment checks.
