This role will lead on the profiling, delivery, embedding and reviewing of two of the strategic pillars of our roadmap, ultimately driving this implementation of best practice technology that supports our vision of ‘Everyone’s Essex’.

 

This role will combine an understanding of local government, customer need and technology solutions to allow the postholder to carefully design their pillars of activity. An ability to work with stakeholders, identify innovative technologies and manage a portfolio of delivery are all essential.

 

Your role
  • Is the Senior Responsible Owner (SRO) taking accountability for the overall delivery of this high value, high impact programme, dependencies, associated risk and benefits. Hold the programme budget and ensure that the programme is delivered within budget.
  • Drives forward the overall technology portfolio, leading and empowering change through the delivery benefits on time, within budget that meet the success criteria. Thinks creatively and collaboratively to remove blockers, engage senior stakeholders, and constantly promote the benefits of successful programme delivery and outcomes.
  • Accountable for developing and leading a cross-functional team (Technology Services and partner staff, including project managers and wider technical delivery team) in delivering best in industry, technology-based projects and solutions and facilitating the smooth delivery of the Enabling Technology roadmap.
  • Working across the organisation to deliver underpinning technology as well as supporting the identification of new technologies to deliver additional efficiencies, increased productivity and improved service delivery.
  • Accountable for building successful relationships with functions across the Council to lead the implementation of forward-thinking technological solutions in line with both Essex County Council’s and Technology Services’ strategic objectives
  • Expert in analysing, deciding and socialising the success criteria and then being accountable and responsible for the safe, timely and successful delivery of the strands of activity within the programme.
  • Responsible for establishing outcome-based success measures to underpin the delivery of each pillar, constantly ensuring the portfolio of activity designed meets that outcome. Provides ownership, leadership and expertise to identify and drive large and complex transformational change programmes to successful implementation and improved outcomes for in support of ECC Technology Strategy and strategic priorities.
  • Instils confidence through demonstrable technical and organisational knowledge. Understands key technical components and architecture critical to programme delivery, that ensures all activities reflect ECC Strategy, Technology reference architecture and security principles.
  • Responsible for defining, building, and implementing substantial organisational wide technology change and associated benefits. Act as advisor to ECC leadership team in developing the Council’s wider technology strategy and future initiatives. 
  • Accountable for the delivery of regular market scanning on behalf of and with Technology Services and functions to ensure the best possible technical solutions are assessed and included in projects. Define the strategic need for the commissioning and procurement of services, products, equipment, systems and facilities, as required for the delivery of the programme.
  • Build and lead effective external working relationships with key public and private sector partners to demonstrate value for money along with being equipped to respond to challenges and change. Ensure that ECC develops and builds a reputation for technology and innovation leadership within the sector.
  • Responsible for leading and hybrid multi-disciplinary team of directly reporting staff, and matrix managing a of a virtual team that will push the boundaries of technological innovation to deliver solutions for the needs of ECC, Essex businesses and our citizens
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

 

About you
  • Educated to degree level or equivalent by experience with evidence of continuing professional development and expert knowledge in relevant professional area.
  • Experience of creating and proactively leading change initiatives in a complex business environment.
  • Proven experience of successfully managing financial/budgetary matters.
  • Demonstrable experience in leading deployment of technology projects that meet specified strategic goals and deliver benefit to a diverse range of stakeholders
  • Significant understanding of operational viability within large and complex IT operations, either in the Public Sector or in the Private Sector with demonstrable understanding of the Public Sector environment.
  • Instils confidence through demonstrable technical and organisational knowledge. Understands key technical components and architecture critical to programme delivery, that ensures all activities reflect TS’s Strategy, Technology reference architecture and security principles.
  • Ability to understand and uphold the principles and compliance to the Technical Services reference architecture.
  • Able to demonstrate a clear understanding of, and capability to work within, relevant ICT related standards including HMG Security Policy Framework, IITIL4, ISO/IEC 38500, ISO/IEC 27001, ISO/IEC 22301, ISO/IEC 20000, PRINCE2, TOGAF, MSP and APM.
  • Excellent interpersonal skills with the ability to influence, persuade and negotiate with senior leaders, together with proven and demonstrable leadership and people management skills.
  • Evidence of continual professional development to keep pace with technical and business change that meet defined SFIA8 competencies
  • Able to resolve highly complex issues at a strategic level in respect of:
  • strategic analysis and planning
  • quality assurance and benefits realisation
  • budgetary control and resource management
  • communication, leadership and stakeholder management
