Job Purpose:

This Project Support Officer role will focus on continuing the work being delivered under Essex County Councils (ECC) behavioural change brand (Stop.Swap.GO!). The main aim being to encourage and help car users move to sustainable travel.

The Project Support Officer would also lead on the rollout and development of "Travel Essex". A new project, offering residents a multi-mode journey planner. With future developments including the purchase of Digital Demand Responsive Transport (D-DRT) tickets and much more!

This is a new challenge that takes a digital-first approach; therefore, the role will suit a digitally savvy individual. Ideally someone who has marketing experience built around securing users for app-based products. Someone who is adept in anticipating the needs of the public to ensure the product meets their needs.

You should be experienced in:

  • Stakeholder engagement
  • Project management

Using sustainable travel regularly and a passion for this area will be highly advantageous!

Overview:

 This role underpins Essex County Councils continuing development in our approach to the National "Bus Back Better" strategy, the exciting new government scheme set to revolutionise our bus services.

In February 2020, the Prime Minister announced that bus services across the country would be transformed with simpler fares, thousands of new buses, improved routes and higher frequencies. This national strategy sets out the vision and opportunity to deliver a better services for passengers across England. As part of this, ECC seeks to launch new initiatives that encourage residents to travel by bus and other sustainable travel modes.

In line with Essex County Council’s Ways of Working policy, this role has been deemed as an ‘Anywhere Worker’ position. This means you are able to work remotely for the majority of the time, with occasional trips to the office based on business need. Any journeys to the office would be at your own expense. More specific details about this can be discussed at the interview stage should you be invited to interview.

 Key Responsibilities and Accountabilities:

  • Responsible for developing business cases, across the IPTU, invest to save and infrastructure capital projects.
  • Responsible for carrying out research and collecting data to support business cases.
  • Responsible for ensuring projects meet key milestones and are delivered on time and within budget.
  • Work collaboratively across the Council to drive the procurement process for projects.
  • Manage internal and external stakeholder engagement for projects, taking account of potential sensitivities and ensuring best outcomes for the communities of Essex.
  • Contribute to the development of new projects which encourage innovative and entrepreneurial business models and generate income, to deliver a financially viable service on a sustainable basis.
  • Develop and maintain a progress recording system to track progress of financial targets across the Business Development function within the IPTU
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, Skills and Experience:

  • Educated to degree level or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Experience of project design, delivery and implementation and managing complex capital investment programmes.
  • Evidence of developing ,delivering or supporting the creation of business cases which have successfully attained grant and additional funding.
  • Experience of building strong relationships and partnerships which are collaborative and influential in nature and engender delivery.
  • Good leadership skills which drive a highly performing and motivated multi-disciplinary team from diverse backgrounds, to achieve strategic objectives.
  • Significant experience of delivering operational change in a complex environment.
