The Essex Safeguarding Children Board is a Multi-Agency Safeguarding Arrangement in which safeguarding practice can develop and prosper across the partnership, with a culture of collaboration, integrity and compassion; promoting the development and wellbeing of children, young people and their families; and protecting them from neglect and abuse.

Working together with partners delivering a range of early help, family support and effective safeguarding interventions which build resilience, remove barriers and enable children and young people to look forward to a brighter future.

The role is key in maintaining the Statutory Partners organisational reputation across multi-agency partnerships. It provides dynamic and visionary leadership to influence the strategic direction and drive the work of the Essex Safeguarding Children Board to ensure statutory duties are carried out and excellence in safeguarding all children and young people is promoted across Essex. The role also leads on cross cutting innovative projects and the leadership of the ESCB Business Support Team.

The Role

Roles at this level will be focused on delivering results in a specific functional area. They will hold expertise on the application of policy and improvement of service delivery. These roles have clear team budgets and targets set within the overall service requirements.

The role is accountable for:

  • Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the Statutory Partners are met.
  • Working collaboratively within and across functions and thinking commercially to support the delivery of best possible outcomes for our customers on a financially sustainable basis.
  • Maintain and nurture collaborative relationships with other partners and agencies that support the delivery of annual plans.
  • Implementing changes and continually evaluating service to improve the area of work, while maintaining the highest possible levels of service quality are continually delivered.
  • Managing complex issues and resources to meet the needs of customers and deliver the best possible outcomes.
  • Effective utilisation of digital technologies and innovation across the function.
  • Equality and diversity is celebrated and considered as part of all decisions taken.
  • Using professional expertise to translate goals and plans into ways of working that comply with relevant legislation and statutory requirements and manages a level of appropriate risk.

Service/Functional Accountabilities

  • Lead on regional and national Local Safeguarding Children Board (LSCB) matters and work with the ESCB Independent Chair and partner agencies to ensure any new statutory regulations affecting LSCBs are implemented.
  • Responsible for using in depth safeguarding knowledge to promote the work of the ESCB via effective communications and activities in order to raise awareness of safeguarding to protect children and young people.
  • Act as Professional Adviser to the ESCB and its Independent Chair, advising and supporting them to ensure delivery of all aspects of the board responsibilities (as defined within Working Together and subsequent reviews) and key outcomes as defined by the Business Plan; working collaboratively to develop and implement best practice in safeguarding.
  • Accountable for ensuring the strategic direction of the ESCB aligns with the Children’s Partnership Board, Health and Wellbeing Board and SET Strategic Domestic Abuse Board to enable a joined up approach to setting local business plan priorities that ensures services are effective and outcomes for children and young people improve.
  • Lead collaborative working with other LSCB’s, Ofsted, the DfE, TASP and other relevant organisations; using negotiating and influencing skills to ensure the ESCB is at the forefront of national developments and priorities and can respond accordingly.
  • Influence and contribute to the production of the ESCB annual scrutiny report, in consultation with the partners; to provide a rigorous and transparent assessment of the performance and effectiveness of the multi-agency safeguarding arrangements and local partner agencies delivering services to children and their families, and ESCB expenditure.
  • Accountable for ensuring that Child Safeguarding Practice Reviews are timely and effective; so learning is promptly disseminated and implementation monitored and reported to the national Child Safeguarding Practice Review Panel, Ofsted and the DfE as required.
  • Responsible for maximising resources, taking into consideration wider partnership arrangements across Southend, Essex and Thurrock LSCBs, in relation SET Child Protection Procedures, SET Child Exploitation work streams, SET learning and development and any cross-boundary Child Safeguarding Practice Reviews and learning.

About You

  • Educated to degree level or equivalent by experience with evidence of continuing professional development and expert knowledge in safeguarding children.
  • Experience of working across a range of Children’s services from public, private voluntary and community sectors with experience of managing teams within one or more of these sectors.
  • Substantial relevant experience in safeguarding across the multi-agency landscape with proven ability to manage and navigate complex multiagency relationships at the most senior levels.
  • Experience of strategic planning and development of services and project management in a multi-agency environment.
  • In depth knowledge of the statutory framework and multi-agency Governance within which the ESCB operates, and of current research on effective safeguarding practice in the way that it applies to the work of the Statutory Partners and partner agencies.
  • Excellent communication skills both verbally and in writing to engage stakeholders from a wide variety of roles and agencies. The credibility to present complex issues in relation to safeguarding effectively to a variety of audiences acting as a source of professional guidance and expertise.
  • Good knowledge of Performance management systems and ability to relate this to a wider framework of accountability within which the ESCB operates.
  • Ability to assimilate, analyse and present complex data on outcomes for children and the performance of diverse groups of agencies in relation to safeguarding.

The role requires you to be mobile throughout a wider operational area including travelling around the county of Essex and beyond, transporting service users and their belongings and to be able to do so in an emergency. Driving licence and car or the ability to meet the mobility requirements of the role through other means is essential.
