Contract type: Fixed Term 2 year contract (Full-time 37 hours per week)

The Role

Colchester City Council is an ambitious authority and we are committed to becoming carbon neutral by 2030. We have a varied estate including the historic Town Hall and Castle as well as offices, museums, a crematorium, Leisureworld and the Northern Gateway Sports Park; all providing valuable services for our communities. We are seeking an experienced professional who can help us reduce our use of energy and water and support our 2030 ambition.

The Opportunity

If you can bring a proven track record of working with others to drive behaviour change, can analyse data to identify efficiencies and can help make a difference by cutting costs and carbon emissions in our estate then we want to hear from you! You will be able to identify technology solutions that can help reduce use, build business cases for “invest to save” concepts and lead on our utilities contract and bills working with our appointed energy bureau service, building occupiers and finance teams.

As you will need to engage across many buildings, teams and services to understand where the greatest impacts can be achieved, your active listening and communication skills will help you build relationships and encourage change.

The Experience You Will Bring

We expect you to have:

  • Degree or relevant experience in energy and water utilities management or associated disciplines
  • Awareness of key issues around energy efficiency and energy management

We also hope that you have:

  • A proven track record of managing utilities budgets
  • Membership of a relevant professional body (e.g., CIBSE, IET, Energy Institute)
  • Project management experience, such as Prince 2 or APM
  • Experience of retrofit projects
  • Demonstration of influence in educating others to deliver behaviour change
  • Experience of interpreting utilities information
