In line with Essex County Council’s Ways of Working policy, this role has been deemed as an ‘Anywhere Worker’ position. This means you are able to work remotely for the majority of the time, with occasional trips to the office based on business need. Any journeys to the office would be at your own expense. More specific details about this can be discussed at the interview stage should you be invited to interview.

Job Purpose:

 Essex County Council continues develop its approach to the National Bus Back Better Strategy and, as part of this, seeks to deliver new initiatives to encourage residents to undertake travel by bus and other sustainable travel modes.

This role will continue the work being delivered under Stop.Swap.GO!, our behavioural change brand aiming to swap car users to sustainable travel, and will also lead on the rollout and development of Travel Essex. Travel Essex is due to launch in 2022 and will offer residents a multi-modal journey planner, with future development including the purchase of Digital Demand Responsive Transport (D-DRT) tickets and much more!

A new challenge with a digital-first approach, the role will suit a candidate that is digitally savvy, has marketing experience built around securing users for an app-based product and is excellent in anticipating the needs of the public to ensure the product delivered meets their needs. They should be experienced in delivering presentations, stakeholder engagement and have project management skills. Experience of using sustainable travel regularly and a passion for this will be advantageous.

 Key Responsibilities and Accountabilities:

  • Responsible for developing business cases, across the IPTU, invest to save and infrastructure capital projects.
  • Responsible for carrying out research and collecting data to support business cases.
  • Responsible for ensuring projects meet key milestones and are delivered on time and within budget.
  • Work collaboratively across the Council to drive the procurement process for projects.
  • Manage internal and external stakeholder engagement for projects, taking account of potential sensitivities and ensuring best outcomes for the communities of Essex.
  • Contribute to the development of new projects which encourage innovative and entrepreneurial business models and generate income, to deliver a financially viable service on a sustainable basis.
  • Develop and maintain a progress recording system to track progress of financial targets across the Business Development function within the IPTU
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, Skills and Experience:

  • Educated to degree level or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Experience of project design, delivery and implementation and managing complex capital investment programmes.
  • Evidence of developing ,delivering or supporting the creation of business cases which have successfully attained grant and additional funding.
  • Experience of building strong relationships and partnerships which are collaborative and influential in nature and engender delivery.
  • Good leadership skills which drive a highly performing and motivated multi-disciplinary team from diverse backgrounds, to achieve strategic objectives.
  • Significant experience of delivering operational change in a complex environment.
