Essex is an ambitious County. The Essex Highways service manages and maintains one of the largest highway networks in the country: 5,100 miles of roads and around 4,000 miles of footways. The service is a delivery partnership between Essex County Council and our contractual partner. You’ll be key to the re-procurement of the Essex Highways contract and support the commissioning of its current award-winning partnership.

The Experience You Will Bring
You will be accountable for writing, reviewing and commissioning policies and strategies for both Essex County Council and Essex Highways. These will span both existing and future highways assets and services. Bringing insight, innovative ideas, awareness of emerging technologies and efficient ways of working, you’ll drive improvements and better outcomes for everyone who uses our highways – from speeding active travel, to accelerating decarbonization.
To be equal to the challenge, you’ll need proven experience in highways and transportation, ideally including the management and implementation of projects. You will certainly demonstrate extensive working knowledge of highway legislation, asset management, and health and safety legislation including The Construction (Design and Management) Regulations.
Your track record equips you to support everything from procurement to risk management. As important as your experience of writing highways strategies and policies will be your flair for building professional relationships.
